When playing, head for the controller set-up menu while paused and input the following:

Hint: Killing Innocents For Kicks And Stamina
When going on a rampage using Venom, sucking up the life force of cops gives him very little energy back. If you find civilians, they will give 3 to 4 times as much energy as the cops do.
